You're considered 'dry' when your kill count exceeds the median kills needed for a drop. For a 1/512 item, the median is about 355 kills. If you're past that with no drop, you're drier than average. The oracle classifies you from Lucky to Cursed based on your percentile.

What does percentile mean for drop rates?

The percentile shows what fraction of players would have received at least one drop by your kill count. A 90th percentile means 90% of players would have the item — you're in the unlucky 10%. The math uses the cumulative distribution function: 1 - (1 - 1/rate)^kills.
